This turned out to be a patch added by Debian to support some obscure
architectures.  I've removed the patch and it all compiles. (Except
Perl broke because of a new version of Perl but Colin fixed that up.)

Thanks to Felix and Debian people for tracking it down, good luck in
fixing the patch!
