Changing the default IO scheduler in Kubuntu

Hi
This is a proposal to change the default IO scheduler on Kubuntu from
deadline to CFQ for HDD's.

== Why ? ==
File indexing on KDE depends on certain features such as IO niceness
which are only provided by CFQ and not deadline. Switching from
deadline to cfq allows baloo to make use of these features so as to
not trash the user's disk with IO reads/writes.

== How? ==
I'm planning on introducing a udev rule that will switch this out for
rotational media ( SSD users will remain unaffected ) on Monday.
