Workflow change for the kde sc SRU packages

As part of the plan to provide daily builds from the stable kde branch for testing purposes, it's necessary to have bzr branches for the post-release updates.

While I didn't get all the work done that's needed to provide useful daily builds, the bzr-based SRU workflow was implemented to get some testing before the LTS.
The current SRU branch URL is the develpment branch with release version suffix.
e.g. lp:~kubuntu-packagers/kubuntu-packaging/kde-workspace-13.10

kubuntu-initial-upload --sru now uses those branches, and when working on the packages in the ninja PPA please remember to work on the branches instead of directly working on the package.
