The Debian multimedia maintainers team [1] has been working hard to
eliminate the need for a medibuntu style repo.  There is some work on a
libdvdcss package [2] as well as an installer [3].  I would suggest
collaborating with that team to get wanted items in Debian and Ubuntu.
