UDS-R specs for Kubuntu

Based on the specs we had for UDS-Q, I made a set of initial specs for UDS-R.

Please review.  Did I miss anything we need?

If you plan to participate in any of these, please subscribe to the spec 
(unless you are jr - you I already subscribed to everything).  Do NOT mark 
yourself participation essential if you plan on participating remotely.  That 
will screw up the scheduler.
