Code hosting for the main qt/kde packages is at
https://code.launchpad.net/~kubuntu-packagers

and find the patches by clicking on a branch and Browse the code->debian->patches
e.g.
http://bazaar.launchpad.net/~kubuntu-packagers/kubuntu-packaging/qt/files/head:/debian/patches/

Patches from Debian we tend to accept without much question. patches
added by kubuntu we tend to prefix with "kubuntu" and our general
policy is not to accept it unless it's in the process of going
upstream or there's a good reason why it can't go upstream.  other
parts of ubuntu don't have such a policy and I expect we don't always
live up to it.
