Kubuntu and main/universe

One thing I would like to mention is the upload permission question as Scott 
pointed out. While I could live with having watch whether some random MOTU did 
a change in our packaging, we would at least have to add them to ~kubuntu-
packagers or the branches and archive would be out-of-sync all the time. 
(currently the branch permissions have no relation to upload permissions)

Another thing, if we do move to universe, could we then add the universe 
packages we maintain (rest of the KDE SC, digikam, ...) to kubuntu-dev.
Not really important, but would make my life easier.
