easy job: release page for alpha 1

We're in the process of testing alpha 1 for raring (more testers welcome).  We need a release page with information for users.  This is pretty easy to make by starting with the announcement from quantal and removing the items except for the KDE SC update (which is now 4.10 beta).  Anyone wanting to help out join us in #kubuntu-devel on freenode.
