Best to start with attaching the patch to a bug in bugs.kde.org:
https://bugs.kde.org/enter_bug.cgi?product=Network%20Management&format=guided
Before we would apply it, we'd want some review from upstream. If they accept
the patch for a future networkmanagement release, then I've no objection to
adding it as a patch for Kubuntu for now.
