Install pavucontrol it is pulse audios  controller for both apps and
mixers.  That should help you hopefully.  I think the issue here is that
all the settings haven't been ported to KDE yet.

Skype works very well here on gnome with pulseaudio so I'm assuming it's
only a minor issue.
