Udisks/Upower replacing HAL

This is fixed now.

All the changes I know are needed are landed in today's post Alpha 1 uploads.  
To fully test this, please remove the hal package.

For those who are concerned about this transition, upower and udisks are just 
recommended.  You can manually remove them and continue to use hal if you 
want.
