No idea, I doubt it has a use case in either Ubuntu nor Kubuntu

Possibly, but the thing is really that we would need a common storage
location so that Public would only be a link to that common location
(or mounted via fuse magic?).
Not too easy in either case. Though I suppose if someone wants to
implement this, it would be hooked up with xdg-user-dirs (that is
where the Public dir comes from).
Btw, I think this implementation (if someone chooses to do it) needs a
blueprint, it's not like a 5 line fix or something.
