I was told this came through malformatted, so here's another try
Sounds like this needs source and packaging changes, but I'm pretty
clueless on i18n other than wrapping strings with i18n() and co. (is
that even still right for python?) I'm going to read that wiki page,
but meanwhile, hints/pointers?

Looking at the uncompressed userconfig source package I can not find any
POT translation templates, as they are generated during the build
I don't know to many details about how translations are extracted from
the source package. If you ship the required desktop_userconfig.pot
userconfig.pot in the po folder of the source package, and not generate
then at build time, they will be picked up by the import script and
translations will be available in Rosetta.
You also need the po folder to store the upstream translations.
In the current build procees the userconfig.desktop is not rebuild from
the desktop_userconfig.pot and rather just copied from the source
location. Also the required .mo files are not generated.
I can see that you are importing the python locale module, but I can not
find the place where you define the translation domain.
I am not an CMake expert but the build rules should also include some
instructions for installing the .mo or .gmo files to $(LOCALE_DIR).
