kde3 to 4 bugs transition policy?

We should tag the current KDE 3.5 bugset accordingly as to show a little 
separation. As for wishlist bugs, I would have to consider those are probably 
invalid if it is a "new feature."

As they said on one of the KDE mailing lists, KDE 3.5 isn't going anywhere soon.
