How about a user-driven (KDE-) preferences package repository?

It is a very attractive idea, IMHO
I can propose to spread this technique on such applications like file 
manager, etc.
I mean that in preferences package should be not only KDE itself 
options, but any KDE program I use (if I want to save/share its 
preferences).

I think we need an easy tool to make .debs with some files from ~/.kde
