Not sure what you mean, but power-manager uses HAL instead of ACPI directly.
HAL itself might use ACPI or APM, but that's in fact none of our business.
As a side note, please report bugs only if you've tested the latest version of
power-manager, an awful lot has changed since the package that went into
Edgy.
