Quetions on installing dapper

Sure, let me try and explain it a bit further.  Installing off of the Flight 2 CD.

The screen comes up, "Choose a mirror of the Ubuntu Archive" and then tries to "Download the release file", something that did not happen in a Breezy.  I just tried to install Breezy with qemu to test my memory.  Breezy moves from setting up the hostname and configuring the interface w/ DHCP to partitioning the disks.  In Dapper, I don't even get to the section to partition my disks.  Once again this is a prevention to those thatt don't have broadband and is a HUGE deal/problem.

Huh?

Download the entire mirror?  Why would it do that?  It didn't do that 
when I installed it last week.
