What actually do you confirm? Flickering kicker or lack of keyboard
layouts? 
I found out when exactly kicker flickers - it does only when you set
"For Transparency" type of Appearance in KControl -> Desktop -> Taskbar.
Also I found, that I have no timezones to choose from, apart keyboard
layouts, too! Thus, clock is set to UTC by default and I almost got late
for an exam because of it :O Hope that it will be fixed ASAP.
