Have you tried to put CPUFREQ_CONTROL="userspace" in /etc/powersave/cpufreq ?
What does /sys/devices/system/cpu/cpu0/cpufreq/cpuinfo_cur_freq say?

This is expected since 'powersave' always sets the lowest frequency.
