Add Remove Applications program

Hi,

since Kubuntu is about a usable system, perhaps installing software
should be made easier..

I really like the "Add Remove Applications" application in Ubuntu. Is
it part of Synaptic as this article claims or is it a separate
program? http://www.linuxjournal.com/article/8253

Do you know if someone is already writing such a program for Kubuntu or KDE?
