HERE I COPY MESSAGE FROM KDE DEVELOPER. KDE DEVELOPER FOUND BUG IN
KUBUNTU

If you are using Dolphin 24.08.1 as mentioned in your bug report, then
there is some sort of version mismatch in your system packages
occurring, since that video shows that kio-admin version 23.08.5 is
installed.

If all version mismatches are resolved and there is still an issue, then
the Kubuntu folks would need to provide support for that. Those are
older software versions still being provided by that distribution - KDE
developers would need bug reports to be reproducible on currently-
released software versions (24.12.3 is the most current for Dolphin and
kio-admin) in order to investigate.
