[Bug 2097712] [NEW] No Online-Accounts in KDE System Settings

Public bug reported:
While Trying to add a Nextcloud account, I noticed that the "Online
Accounts" section is not visible in system settings. Pre-existing
Nextcloud accounts work, they can be accessed via Dolphin and
KOrganizer.
