Initial testing shows that the .iso image is, indeed, not being built
with packages in -proposed. This is not ideal for testing.

The only way I could test this is by installing the latest daily and
then install the `kubuntu-settings-desktop/noble-proposed` and the
`kubuntu-desktop/noble-proposed` package, with "--no-install-
recommends". This does, indeed, not install the `plasma-welcome`
package, meaning the packages work as intended.

That said, logic dictates that this should function as intended.
