Cancelled File Search from Plasma settings. It had stopped at 49% and
"Currently indexing" was blank. The index file was 1.4GB, I opted to
remove it when stopping file search. The CPU useage was running at 30%.
After restart, re-enable File Search and re-starting again, the output
from balooctl status

Baloo File Indexer is running
Indexer state: Indexing file content
Total files indexed: 331,425
Files waiting for content indexing: 293,147
Files failed to index: 0
Current size of index is 224.74 MiB

It's currently reached 14% and I can see the files being searched. CPU
usage at 10%. Will see what happens when it reaches 49%
