[Bug 2083101] [NEW] Driver manager entry no longer shows in systemsettings

Since plasma 6 the Kubuntu driver manager entry in systemsettings no
longer shows for users.

1) The location to install the desktop service file has changed in plasma 6.
2) systemsettings needs an additional upstream patch to make it useable.
