[Bug 2084935] [NEW] krunner doesn't start chromium browser reliably

Public bug reported:

- chromium starts reliably from the command line (konsole, zsh)
- attempts to start it via krunner usually fail - it may start after 10-30 retries
- if I attach strace to krunner process with -f, it then starts chromium reliably (no such luck without -f)
- if I run "krunner --replace" and observe krunner's output, I notice that when it fails to start chromium, and only then, the following message is logged:

/user.slice/user-1000.slice/user at 1000.service/app.slice/app-
chromium-136176a0d95848be9aa0a069a7779d27.scope is not a snap cgroup

As the automatically added information hopefully shows, I'm running
Kubuntu 24.04. I'm pretty sure the problem occurred already with 22.04.
