I did some testing here.

kioclient5 exec /usr/share/applications/org.kde.bluedevilsendfile.desktop
kioclient(23348)/(kf.service.services) \[31munknown\[0m: KApplicationTrader: mimeType "x-scheme-handler/file" not found
scarlett at scarlett-work:~$ bluedevilsendfile: Missing value after '-k'.

I copied the file into my home directory and edited it to remove the -k
%u

and  kioclient5 exec org.kde.bluedevilsendfile.desktop

brings up the UI as expected.
