For basic users its impossible to install .deb installs.
4 example if user had chrome and after upgrade chrome upgrades are disabled and reinstalling needs assistance like in bug #2092244

1. Basic user wants to install chrome
2. downloads .deb file
3. gets error messeg ERROR: Cannot satisfy dependencies
