[Bug 2091885] [NEW] edit bookmarks is missing from kate and dolphin

Public bug reported:

bookmarks can be created and used in both dolphin and kate but they
cannot be deleted

as discussed in this thread, the package keditbookmarks is needed to
enable this feature.

this package is installed on my system, yet still no edit function
appears in the menu.

suspect it is because my version is plasma 5 and has not yet been ported
to plasma 6 (my version is 23.08.5-0ubuntu4)
