[Bug 2061233] [NEW] Lubuntu Noble 24.04 Beta - qapt-deb-installer - No longer working

[Symptoms]
When attempting to install local deb packages using qapt-deb-installer on Lubuntu Noble Numbat 24.04 BETA 20240412, the deb package install fails with same error for a number of deb packages.

The error displayed is Status: Error: Cannot satisfy dependencies

NOTE: The qapt-deb-installer was working fine with Lubuntu Noble Numbat
24.04 ALPHA daily builds in March/April so appears to have been
introduced in the Beta.

Same symptoms experienced when installing local deb packages for (i) Balena Etcher (ii) Opera Browser
Same symptoms for Minimal and Normal Installations
Lubuntu beta installed on base hardware Dell Wyse 3040 (UEFI).

[Workaround]
Have to install via the CLI terminal command "sudo apt install /path/to/package.deb"
