I am hitting the same problem in Kubuntu 23.10 mantic, after performing
the release upgrade.

kubuntu-settings-desktop is marked as conflicting with desktop-base,
which is also causing it to be incompatible with a bunch of other
important metapackages such as task-desktop and task-kde-desktop.
