[Bug 2033449] [NEW] moving windows can cause buttons to become unclickable in ARM64

I wanted to report this because it might be of some help to someone.

My X server is a headless X server running TigerVNC.

As part of my hardware migration to Apple Silicon, I am now running
Arm64 Ubuntu 23.04 in a VM. I had to install the Kubuntu packages using
"apt-get install kubuntu-desktop" as there is no official arm
distribution of Kubuntu.  My previous x86 VM did not exhibit these
issues.

I first noticed with hamster time tracker that if I move the window, the
buttons in the window could be become non functional. I reproduced the
issue with Firefox.

Playing around with it some more, I noticed that moving the window
causes the buttons hover over to not match the button location on
screen.

I chose to report this on plasmashell because I can make small movements
and resizes without apparent ill effect.  Dragging the window the left
hand corner where there is a snap action makes the bug appear every
time.

I am a long time developer and can run any troubleshooting information
needed.
