[Bug 1956445] [NEW] Kubuntu keeps installing updates automatically despite configured to manual

Using KDE Systemsettings, I have configured my Kubuntu 21.10 to install
updates only manually.

However, Kubuntu keeps installing updates in the background (I don't
actually know which part of the system performs this) and occasionally,
it notifies me to reboot my machine.
