I am having the same issue on Ubuntu 18.04 LTS.

sudo nmcli connection import type openvpn file config.ovpn
gives the following error
Error: failed to import 'config.ovpn': configuration error: unsupported 3th argument net_gateway to “route” (line 12).

Running 
sudo openvpn config.ovpn
works
