[Bug 1901582] [NEW] 'Switch user' not available in application launcher after upgrade to 20.10

After upgrading Kubuntu 20.04 to 20.10 "Switch user" is no longer
available as an option in the application launcher (neither in krunner,
e.g.). It just vanished.

This seems like an unbelievably serious regression and although it seems
like it's fixed in KDE 5.20, there should be some fix for Kubuntu 20.10
meanwhile.
