Description: Wayland Server Components built on KDE Frameworks

In KDE Plasma 5.19, this is a required build dependency Kwin cannot now
be built without. In other words, as plasma-desktop and plasma-workspace
in turn require Kwin 5.19, the entire functional part of the Plasma
desktop 5.19 shell cannot now be built without this source.

5.19.1 is built in: https://launchpad.net/~kubuntu-ppa/+archive/ubuntu
/staging-plasma

The rest of the plasma 5.19 stack requiring this is also built and
confirmed by testers to be working as intended.

Packaging is based on KDE Neon: https://packaging.neon.kde.org/neon-
packaging/kwayland-server.git/log/?h=Neon/release

which can be seen to be partly worked on by myself (RikMills).
