[Bug 1886073] [NEW] touchpad is disabled by default, and there is no help

I updated from Kubuntu 20.04 to 20.10 on my Lenovo X1 Carbon laptop.
Apparently the touchpad is disabled by default in the KDE settings -
Input Devices for Plasma 5.19.2, since I had to plug in a mouse and re-
enable the touchpad. Also clicking on the Help button in the touchpad
tab does absolutely nothing.

My guess is this bug is from upstream and a Plasma 5.19 bug. I'll try to
report it in the KDE bug tracking system.
