[Bug 1908730] [NEW] Please remove ppc64el, riscv64, and s390x binaries for 4:6.4.0+dfsg-3build2

Public bug reported:

qtwebengine5-dev build dependency is not available on those platforms
and Debian does not ship digikam on them, either.

Also please remove ubuntustudio-photography on ppc64el and s390x.
