[Bug 1890912] [NEW] Plasma desktop icons won't double tap open with synaptics driver

Original Use Case:
Fresh Kubuntu 20.04 install.  
Restored home directory backup.  
Installed xserver-xorg-input-synaptics 1.9.1-1ubuntu3 because I prefer its scrolling behavior and general feel with my laptop's touch pad.  
Double tap on desktop icons fails to open reliably (maybe works once).
Confirmed that double tap opens things and operates normally everywhere else I tested.

Testing Performed / Variables Eliminated / Use Case Reproduced:
Fresh user created.
Double tap works as expected with synaptics driver.
Adjusted touchpad settings in system settings, applied.
Double tap on desktop is now broken.
Double click with button still works however.
Tried reverting all settings for touchpad, but nothing fixes across multiple logins.
Issue is resolved by removing ~/.config/touchpadrc and logging in again.
Double tap works as expected, but any change via touchpad settings dialog will break again.

Current Workaround:
Remove touchpadrc and live with default settings or remove synaptics driver and have less touchpad features / tuning / less ideal scrolling behavior, IMHO of course.
