[Bug 1813792] [NEW] Window decorations flicker with OpenGL renderers

When using the KDE desktop for a certain amount of time (seems random),
the window decoration in the top-left corner starts for flicker for the
active application.  The flickering remains when the application loses
focus, so more and more decorations will flicker.

The flickering occurs for both OpenGL renderers, but not with XRender.
I know no way of making the flickering stop, except for rebooting or
switching to XRender and back.

These issues started with Kubuntu 18.04, if I remember correctly.
