Hello,

Putting CTRL+SHIFT as the keyboard layout change hotkey should not
disable all CTRL+SHIFT+<Any key>

I can confirm this bug is real and is affecting more and more people.
CTRL-SHIFT used not to conflict with other keybindings. Now it does.

Witnessed here: https://askubuntu.com/questions/1009352/os-keyboard-
shortcuts-conflict-with-apps-keyboard-shortcuts-in-gnome-3

I really wish this bug would be fixed. Please.
