for some reason I haven't been notified of your comment by email,
although I subscribed to all notifications ; hence this late reply --
sorry about that.

I added the ppa:kubuntu-ppa/ppa-landing repository and updated
powerdevil to 4:5.12.5-0ubuntu0.1~ubuntu18.04~ppa1

Unfortunately, it didn't bring the hibernation back. The problem still
remains.
