After upgrading from 17.04 to 17.10 I also had this issue with error:

> pulseaudio[6267]: Module "module-switch-on-connect" should be loaded
once at most. Refusing to load.


Fixed like in #4 by commenting load-module module-switch-on-connect out of /etc/pulse/default.pa

Have not tried any plug-in-devices to see if this fix affects their
usage.
