[Bug 1751752] [NEW] Remove flash from kubuntu-restricted-addons for 18.04 LTS

As mentioned in the original ubuntu change below, flash will be going
EOL before the end on 18.04 support.

We (Kubuntu) did not follow this change at the time, however it seems
appropriate to do so.
