Hi, it is me who reported this on AskUbuntu about Kubuntu 18.10, and I
hereby confirm this bug.

Note, that in my case, I had no layout pop-up. Upon reboot, my dual monitor layout was simply reset to default, and I manually had to redo the correct layout. This includes:
- rotation (90 degree) of one of the monitors
- refresh rate of the other monitor
- swapped letft-to-right order

Resolution and hardware acceleration were by default OK, no change was
needed there.

My hardware: Ryzen 7 1800X, Radeon Vega 64. Fresh clean install of
Kubuntu 18.10, I haven't tweaked things or changed anything notable.
