[Bug 1671664] [NEW] klipper does not work under xfce4, unable to remove without removing entire plasma-workspace or just deleting the executable

Public bug reported:

klipper has no install candidate, and can not be removed stand alone.
The only way to remove it through apt-get is to remove the plasma-
workspace package which breaks many other things that depend on it and
it's dependencies. The functionality of the application does not work
under Xubuntu 16.10.  To get the non functional app indicator out of my
indicator plugin in the xfce panel I had to delete the binary from
/usr/bin.
