[Bug 1699727] [NEW] Please remove libkface from artful

- Please remove from artful
- Source and binaries

- This source and binaries are now replaced and obsoleted by the KDE
Frameworks 5 versions: https://launchpad.net/ubuntu/+source/libkf5kface

Nothing now builds with or requires the old source.

In addition, this old version remaining will block the transition to
OpenCV 3.1, as can be seen in update_output.txt from proposed migration
logs

OpenCV 3.1 migration would break libkface-dev, libkface3 etc, as the lib
depends on the old OpenCV libopencv-core2.4v5 and similar.
