[Bug 1737213] [NEW] Consider dropping recommends on gtk2-engines-oxygen

Public bug reported:

kubuntu-desktop and kubuntu-full recommend gtk2-engines-oxygen. But as
far as I can tell, there is no gtk3 version of the Oxygen theme in
Ubuntu. Therefore it's not very useful since most maintained gtk apps
use gtk3 now. And your default theme is Breeze anyway.

By the way, you should merge breeze-gtk from Debian since it renames the
binary package to breeze-gtk-theme which makes more sense.
