Hello,

We do have Plasma 5.8.3 packaged and in active testing right now, for
both 17.04 and 16.10. More extensive testing will be necessary for
backporting to 16.04.

If you are interested in helping us with testing and quality control,
please join the Kubuntu-devel mail list [1] or the #kubuntu-devel IRC
channel and speak up.
