Just adding my voice to this bug and pointing out that its presence is
preventing my migration to the 16.04 version of Kubuntu. I have Xenial
installed and ready to go but simply can't use it if it is necessary to
restore all my apps in their respective desktops on each boot. 14.04
still works perfectly in this respect.

Many thanks to the dedicated folks who turn their attention to this
issue.
